Galveston officials have released dashcam footage showing part of the confrontation that ended with police officer Joshua Nino de Guzman shooting Randy Martin during a traffic stop in Texas.
The incident took place on May 18, 2026, near Avenue O and 55th Street in Galveston. Police said the officer had stopped Martin’s vehicle and asked him to get out before a physical struggle broke out.
According to the Galveston Police Department, de Guzman called for assistance during the encounter before firing his weapon. Martin was struck several times and was given first aid by officers at the scene.
Galveston EMS took Martin to the University of Texas Medical Branch emergency department, where he was pronounced dead. A passenger in the vehicle was also taken to hospital, while de Guzman was not injured.
Dashcam footage has no audio of the confrontation
The newly released video does not contain audio from the interaction between Martin and the officer. The sound heard on much of the footage comes from inside another police vehicle occupied by a K-9 officer.
The footage was made public after a Galveston County grand jury declined to indict de Guzman over Martin’s death. The case was presented on September 8 following an investigation by the Texas Rangers.
Martin was 47. His family’s civil rights lawyer, Alberto Ruiz, has said Martin was unarmed when he was shot and has disputed the officer’s account of the struggle.
De Guzman has told investigators, according to local reports, that Martin grappled with him and repeatedly reached towards his firearm. The district attorney’s office has not publicly provided a detailed account of what the video showed to the grand jury.
The city had previously sought permission to withhold body-camera and dashcam recordings while the Texas Rangers’ investigation was under way, arguing that their release could interfere with the inquiry.
Galveston Police Chief Douglas Balli said the department’s internal affairs investigation remains open and that officials were awaiting the Texas Rangers’ report before completing their review.
De Guzman was placed on modified duty after the shooting, in line with department policy. It remains unclear what action, if any, will be taken against him once the internal investigation is concluded.
