MONTGOMERY, Ala. — A federal judge on Tuesday permanently blocked Alabama from executing an inmate with nitrogen gas after declaring the method violates the ban on cruel and unusual punishment. U.S. District Judge Emily C. Marks issued the decision a day after an appeals court reversed her ruling that the method is constitutional. A couple sustained significant injuries during a black bear attack in California’s Sierra Nevada mountains, authorities said Tuesday. The 17-month-old bear, which also injured the couple’s dogs, was euthanized after the man fought it off with the blunt end of a hatchet, the Mammoth Lakes Police Department said in a news release. The attack occurred around 6 a.m. in Mammoth Lakes, near Yosemite National Park, after the woman tried to stop the bear from fighting with one of her dogs outside her home, the department said. Multiple homes are on fire across Belfast, with the fire service dealing with blazes at several residences just off the Crumlin Road, while there have also been fires at homes on Lendrick Street in east Belfast. At Crumlin Road in north Belfast, there is a significant emergency response from police, fire and ambulance services. One residence just off the Crumlin Road, on Oakley Street, is on fire as are two vehicles in front of it. Windows of one property on the Crumlin Road have been smashed. Balaclavas could be banned in Nottingham city centre after public outcry against them prompted a bid to become the ‘safest city in the country’. Other so-called nuisance behaviours like busking and begging are due to be outlawed for three years in a new Public Spaces Protection Order (PSPO) from Nottingham City Council.
