Dallas police officer Troy Allison has been charged with official oppression after allegedly striking a handcuffed suspect and gripping the man by the neck and hair, according to an arrest affidavit.
Allison turned himself in at Dallas County Jail on 6 October, the Dallas Police Department said. The charge is a Class A misdemeanour.
The allegations relate to an incident on 4 June, after the suspect had been arrested and treated by Dallas Fire-Rescue.
According to the affidavit, Allison held the suspect’s neck and hair to position his head for a photograph. The action allegedly caused the man pain and made it difficult for him to breathe.
The officer is also accused of hitting the suspect several times in the head with a closed fist while he was handcuffed.
Allison joined the Dallas Police Department in April 2008 and is assigned to its North Central Patrol Division. He has been placed on administrative leave while an internal investigation is carried out.
The allegations have not been tested in court. Allison has not publicly commented on the charge.
