A 20-year-old man from Ramsey, Minnesota, has been arrested after two teenage girls reported separate encounters involving a vehicle in Ramsey and Coon Rapids on 28 September 2026.
Police said one girl reported an attempted abduction at about 2.05pm as she walked near Alpine Drive NW and Vicuna Street NW in Ramsey. Officers searched the area and began investigating immediately.
About eight hours later, at approximately 10.25pm, a second teenage girl reported being chased by a man in a vehicle near Northdale Boulevard NW and Marigold Street NW in Coon Rapids. She also told officers she had been sexually assaulted, according to police.
Number-plate data helped identify suspect vehicle
Investigators from several agencies examined whether the incidents were connected and reviewed images of the vehicle involved. Those images were used to obtain search warrants for automated number-plate reader data, with Flock Safety cameras helping officers identify the suspected vehicle.
Further enquiries led police to identify a 20-year-old Ramsey resident as the suspect. He was arrested on 2 October, although criminal charges were still pending.
The investigation involved the Ramsey Police Department, Coon Rapids Police Department, Anoka County Sheriff’s Office and Midwest Regional Forensic Laboratory.
Assistance was also provided by the Minnesota State Patrol, the FBI, the Anoka-Hennepin Narcotics and Violent Crimes Task Force, Anoka and Blaine police departments, the Minnesota Bureau of Criminal Apprehension and the Bureau of Alcohol, Tobacco, Firearms and Explosives.
Police said there was no continuing threat to the public while the suspect remained in custody. They have not confirmed whether the two incidents were formally linked.
