Australia’s final legislation for a national gas reservation policy has been criticised by energy analyst Saul Kavonic, who said key elements remain unclear and could be left to the discretion of the resources and energy ministers.
Mr Kavonic argued that the legislation did not provide sufficient certainty over how the policy would operate, leaving important decisions to ministerial judgement.
His criticism centres on the extent of discretion retained by the Government as it moves to implement the gas reservation scheme.
