Missouri City is considering annexing part of the Sienna community in a move that could increase household costs and transfer local policing responsibilities to the city.
The proposal covers about 1,229 acres within Sienna Municipal Utility District No. 3, an area with an estimated population of 7,365. It does not apply to the whole of Sienna, and residents are being urged to check the proposed boundary map to see whether their properties are included. Proposed Sienna annexation could raise household costs
Missouri City’s financial comparison estimates that a representative household could pay about $88.54 more each month, or $1,062.48 a year, after annexation.
The illustration is based on a property valued at $513,422 before exemptions and monthly water use of 10,000 gallons. The city stressed that actual bills would vary according to property values, exemptions, water consumption and other charges.
The comparison uses a planning tax rate for the city’s 2028 financial year rather than a final rate, and covers only the municipal and MUD-related elements of the bill. It does not represent a homeowner’s full property tax liability.
City taxes would not be added to residents’ 2026 bills under the current timetable. They would begin appearing in autumn 2027, while utility rates and refuse charges would change during the transition. The existing $28.50 monthly fire protection fee would be removed.
The city says rubbish collection is currently funded through MUD property taxes rather than a separate household charge. Following annexation, refuse charges would appear on utility bills, with Best Trash expected to continue under the existing arrangement before a possible change to another city contractor in January 2029.
Police services would transfer to Missouri City
Missouri City Police would take responsibility for patrols, emergency calls and criminal investigations in the area from the date annexation takes effect.
The proposed staffing plan provides for two additional officers in the 2027 financial year, followed by three more officers and a sergeant in 2028. Personnel may operate from Fire Station No. 5 in Sienna.
Fire and emergency medical arrangements would largely remain unchanged. Missouri City Fire & Rescue already serves the district, while Fort Bend County EMS would continue providing ambulance transport. Existing water and wastewater arrangements would also continue initially, with the current operator retained during the transition.
Residents would gain access to other municipal services, including street maintenance, animal services, code enforcement, permitting, inspections and emergency management. They would also become eligible for resident rates at city parks and recreation facilities.
Under the current plan, Sienna MUD No. 3 would remain in place for 120 days after annexation before the city seeks to dissolve it and deal with its assets, contracts, liabilities and records. ([missouricitytx.gov](https://www.missouricitytx.gov/1498/Sienna-MUD-3?utm_source=openai))
Missouri City officials say the proposal follows a Strategic Partnership Agreement signed with the district in 2001. Interim City Manager Allen Bogard recommended moving forward at a council meeting on October 5 after reviewing service provision, infrastructure, finances, debt and longer-term planning.
The city has said its assessment found no overall negative fiscal impact on municipal government, although that conclusion is separate from the possible increase in individual residents’ costs.
If the plan proceeds, residents east of Sienna Parkway are currently expected to fall within City Council District D and those to the west within District C, subject to confirmation of final boundaries. ([missouricitytx.gov](https://www.missouricitytx.gov/1498/Sienna-MUD-3?utm_source=openai))
Public hearings scheduled before December decision
A public information meeting is scheduled for Tuesday, October 27, at 7pm at Divine Savior Academy Sienna on Waters Lake Boulevard. Residents will be able to hear from city officials and submit questions during a moderated session. Formal hearings are due to take place at Missouri City Hall, 1522 Texas Parkway, at 5pm on Thursday, November 5, and Monday, November 9. City staff are expected to be available from 4pm before each hearing.
The city council is tentatively due to consider the annexation, with December 7 proposed as the effective date if approval is granted. The proposal has not yet been approved and the timetable remains subject to change. ([missouricitytx.gov](https://missouricitytx.gov/SiennaMUD3?utm_source=openai))
